 A total ban on plastic bags, or substantial taxes and restrictions have already been imposed in more than 40 countries around the world, and as of 3 July 2021, the European Union has completely banned production and the use of disposable products made from traditional polymers and pseudo-biodegradable (oxo-degradable) polymers. Global trends and implementation strategies have already affected the Russian market. According to Russian President Vladimir Putin's Address to the Federal Assembly on April 21 this year: “... the polluter pays principle should work fully in the area of waste management, to allow for the transition to a so-called closed-loop economy. To do this, we need to launch an extended liability mechanism for manufacturers and importers for the disposal of goods and packaging already this year...” (c).
